Daniel M. Carrasco      
Army Corps of Engineers




Born and raised in Los Angeles, California, Daniel "Danny" Carrasco currently serves as the Chief of the Contracting Division for the Los Angeles District Office of the U.S. Army Corps of Engineers. As the principle procurement official and primary contracting officer vested with an unlimited monetary-authority, Danny is responsible for acquiring all necessary commodities in support of The District's mission, including contracting for supplies, construction and architect-engineer services, and utilities services on behalf of the United States.

Danny began his now 30-year career with the Los Angeles District as a Summer Hire, right after high school, working in the Office of Administrative Services, now known as ULA. He continued working for the Corps while in college, holding positions in HR and the Small Business Office until becoming a Procurement Clerk in the Engineering Division’s A-E Negotiations Section. After receiving his degree he was promoted to Contract Specialist and since, has held various acquisition positions within the Contracting organization.

His career is characterized by a rare sense of commitment that has consistently resulted in exceeding contract standards. His steadfast support of Small Business is demonstrated by his office’s achievement of 80% of contracts subbed out to small business, which included 70% to Small Disadvantaged Businesses and 19% to Service-Disabled Veteran Owned Business. Danny’s efforts have pushed his team to meet these goals which resulted in a first place recognition for awarding $111.7 million procurement dollars to Service Disabled Veteran Small Businesses in 2012. On an annual basis, Danny manages a program that has the capability to execute over 1800 actions valued in excess of one (1) billion dollars.

Danny demonstrated his superior skills and leadership in developing the Source Selection Authority teams for all projects over $50 million dollars. His management of these teams was instrumental to the preparation of contract packages for the extremely demanding contracting reviews. These reviews ensured that the contract packages were of the highest quality to facilitate the timely award of contracts. His commitment to STEM education and equal opportunity is also expressed by his regular volunteering efforts with the GMiS - STEM-Up™ Initiative in the Boyle Heights Neighborhood of East Los Angeles. As part of the USACE Los Angeles District team, he participates in science fairs and other activities that encourage students to pursue degrees in STEM and continuously promotes opportunities to work with the U.S. Army Corps of Engineers.

Danny holds a bachelor’s degree in business administration from Cal State University, Los Angeles. He was honored with a 2014 Military Luminary award by Great Minds in STEM™.
