Lieutenant Roberto C. Concepcion

As the College Student Pre-Commissioning Initiative Coordinator for the United States Coast Guard, Lieutenant Roberto Concepcion focuses on new methods to improve the economic status of his community and proudly introduces the Hispanic community to the lifelong benefits of a career in the U.S. Coast Guard. His professional demeanor, cultural knowledge and can-do attitude make him a powerful force offering the options of a distinguished career of military or civilian service to the Hispanic community and STEM-oriented Hispanic students. His keen perceptiveness in networking within the community, to establish a bridge between the Coast Guard and STEM-minded college students has resulted in an increase of the Coast Guard’s College Student Pre-Commissioning Initiative scholarships being awarded to STEM students, from 0% to 45%.

An unsung hero who shies away from the limelight, LT. Concepcion has held a myriad of positions within the maritime law enforcement field. He has deployed and operated in 26 states within the continental United States, conducting operations in ports, waterways and coastal security. After the explosion of the Deepwater Horizon oil rig, he led a force of more than 300 MSST personnel, 28 Defender class boats, 26 vehicles, and five support trailers from throughout the Coast Guard’s Deployable Specialized Forces. His efforts directly resulted in the completion of over 3,300 underway boat hours executing vessel safety and search and respond missions during a 120 day period during the largest oil spill response in U.S. history.

LT. Concepcion works with the Hispanic Association of Colleges and Universities (HACU) staff in connecting the Coast Guard with 450 Hispanic Serving Institutions and other HACU institutions, allowing unprecedented access to the Hispanic undergraduate population. As a result of his unparalleled personal ethos, he is often the face of the Coast Guard at high visibly minority recruiting events. LT. Concepcion also promotes community outreach by inviting Hispanic students from High School and Colleges across the nation to participate in Coast Guard recruiting events.

LT. Concepcion grew up in Miami, Florida. He earned a Bachelor’s degree in Mass Communications from Alcorn University in Lorman, Mississippi and is pursuing his Master’s degree in National Security and Strategic Studies from the U.S. Naval War College. LT. Concepcion was the recipient of a STEM Military & Civilian Hero Award, presented to him at the 25th Anniversary HENAAC Conference in 2013.
