Oscar D. Torres      

In his 20 year tenure in the Telecommunications industry, Oscar D. Torres has held several positions in operations, engineering and leadership. Today, as the Director of the Network Operations Center for Verizon Wireless, Oscar supervises a team of technical and professional managers, who are responsible for the Traffic Engineering, Performance, Optimization and Desktop Systems and Tools.

Born and raised in Madrid, Spain, Oscar credits his mother, Aurora, for teaching him the value of hard work and dedication. These lessons were instrumental in Oscar’s decision to join the United States Army in 1989. Stationed in Germany, where he remained for four years, Oscar took part in Desert Shield/Desert Storm serving in various locations like Saudi Arabia, Iraq and Kuwait. After his service in the Army, Oscar stayed in Germany and attended the University of Maryland’s international campus, where he received a bachelor’s degree in information systems technology as well as an MBA in business management.

In 1994, upon returning to the United States, Oscar settled in Sacramento, CA and began his Telecommunications career working with Frontier Communications as a Billing Systems Engineer. Soon after, he transitioned to a managerial position with MCI, now known as Verizon, in the Cell sites and Mobile Switch Center. Oscar continued to grow within the company eventually receiving a promotion to Director. He currently guides a team which is responsible for around the clock monitoring and surveillance of all of the equipment supporting the organization’s network within the Eastern half of the United States. 

Oscar’s philosophy about leadership is that before you are a leader success is all about developing yourself. Once you become a leader, success is about developing others. He exemplifies this philosophy by mentoring young professionals to succeed in a highly technical field. As part of the Hispanic Support Organization (HSO), one of Verizon's Employee Resource Groups, Oscar supports the company in enhancing their diverse workforce. He makes time to get to know employee talent, to help educate them about technology roles, and works to coach young employees through their career. In his spare time Oscar volunteers with University of Puerto Rico Mayaguez as a board member of the technology members representing Verizon. Oscar is also very passionate about serving the community outside of Verizon and actively promotes the sciences within the Hispanic community.

Oscar has two beautiful daughters, who along with the rest of his family, have been his strength. The Army veteran and reservist, holds a bachelor’s degree in information technology from both the University of Maryland and California State University, Sacramento, a bachelor’s degree in business management from Bellevue University in Nebraska and a Masters of Business Administration degree from Strayer University. He was honored by Great Minds in STEM with a Luminary award at the 26th Annual HENAAC Conference in October of 2014.
